CLIFTON CAMPVILLE WITH THORPE CONSTANTINE PARISH COUNCIL

 

MINUTES OF THE MEETING HELD ON TUESDAY 7TH MAY 2013 AFTER THE AGM

AT THE VILLAGE HALL CLIFTON CAMPVILLE

2.         DECLARATION OF INTERESTS - None

 

3.         MINUTES OF MEETING HELD ON 12TH MARCH 2013

 

These were circulated prior to the meeting, taken as read and signed as a true record. 

 

A copy of the minutes will be sent to John Bainbridge to put on the village web site.

 

4.         MATTERS ARISING – The Parish Council agreed that the quorum should remain at three members in the standing orders. 

            It was reported that the two speed watch volunteers had received verbal abuse that day from three parents who were collecting their children from school. The volunteers were carrying out a speed watch at the top of the hill past the school. One of the parents came back and apologised later.  Cllr. Bryan suggested that a notice could go in the school newsletter. 

 

5.         GRAHAM WRIGHT – PARISH RECYCLING SCHEME

Graham came along to the meeting to tell the Parish Council about a scheme which enables Parish Councils to raise funds for their community.  European Textile Recycling offers the use of a textile bank to recycle unwanted textiles, small electrical items and books. Or they can provide bags to go out with the Parish Magazine along with a small article explaining the scheme and when the collection takes place.  The Parish Council thought this was a good idea, although it might be difficult to find a suitable site for the textile bank to be situated.

Graham also left some leaflets with details about a bulk oil buying scheme.

 

6.         CLAIRE HINES – HAUNTON CONSERVATION AREA APPRAISAL

Claire had come along to consult with the Parish Council and Parishioners about the Haunton Conservation Area Appraisal.  The main concerns were the changes in the boundary lines.  The Appraisal can be viewed on the Lichfield District Council website and comments can also be made online.  The deadline for comments is 2nd June, there will be a report detailing the comments made with the final report planned for November.  The Clerk will ask John Bainbridge to put a link to the Appraisal on the village website.

 

7.         CO-OPTION OF A COUNCILLOR TO FILL VACANCY

            Gareth Jones had come to the meeting to introduce himself to the Parish Council, he gave a brief talk about himself to the council.  As there had not been any other candidates the Parish Council agreed to co-opt Gareth onto the Council.  Gareth signed his declaration of acceptance of office.

 

8.         CORRESPONDENCE

The Chairman explained to Cllr. Jones how the correspondence is sent round twice a week by email.  Any additional correspondence is circulated after each Parish Council Meeting.

9.         PLANNING APPLICATIONS

a)  13/00123/COU – The Yews, Haunton.  Conversion of redundant farm building to holiday let – The Clerk had sent an email to Lichfield District Council stating that Mease Lane should not be included in the plans.

 

            REFUSAL OF PLANNING PERMISSION

a)  12/00078/FULM – Land at Hogs Hill, Haunton.  Erection of two wind turbines & associated works

 

ENFORCEMENT NOTICE

a)  12/00095/ENFDE – 36 Chestnut Lane, Clifton Campville. Demolish the outbuilding – Lichfield District Council has served an enforcement notice in relation to the erection of an outbuilding. The notice requires the demolition of the outbuilding.  Cllr. Bostock thought that the Parish Council had decided not to pursue this any further.  The Chairman confirmed that Cllr. Lodge had continued within his own right, but Lichfield District Council had said that there had been a breach of planning control and issued the enforcement notice.

 

10.       FINANCE (As per attached transaction sheet)

            a)         Sign Clerks expenses – The Chairman signed the Clerks expenses

The Chairman confirmed that the Current Account balance is £1942.58 and the Reserve Account balance is £19810.96.  Cllr. Lodge still needs to go to the bank to confirm his signature on the bank account, as it has been removed in error.           

             

11.       MISCELLANEOUS ITEMS

 

Cllr. Jervis – Reported that Cllr. Leedham had a near miss that morning at the island junction of Lullington Road and Main Street.  The driver had just pulled out of Lullington Road without looking.  Julie Bullous has sent a letter supporting the Parish Council to try and get SID signs installed permanently outside the school.  The Chairman suggested that Cllrs. form a group to get this together.

Cllr. Bryan – Reported that there are two water leaks in Thorpe Lane, one by the bridge and the other by Thorpe Cottages.

There has been a lot of excavation work carried out in the stream running along from opposite the tennis court at Rose Cottage, Clifton Lane.  Cllr. Pugh said he would have a word with someone from Thorpe Estate.

A parishioner had reported that the resident living at the corner of St David’s Road was running a tree Surgery business for his home.  There is a lot of noise from using a chainsaw and piles of logs.  Cllr. Pugh said they would go and have a look at the situation.

Cllr. Bostock – Reported that weeds had started to grow through the new pavement surface adjacent to the council flats.

The footbridges on the land owned by Joe Chipman and Bostocks are in need of replacement/repair and there is some metal sticking out by the style at Stones Bridge.

There is a problem with dog owners taking the trouble to collect their dogs mess in a bag but then leaving the bag hanging in the hedge. (Newsletter item).  Cllr. Lodge told the Parish Council that Costas Karpi has produced some posters and is going to ask the dog Warden to come out. 

Could a thank you letter be sent from the Parish Council to the moms that organised the opening of the playground event and also congratulate them on raising all the funds.

Parking on the pavements is still a problem along Main Street.  Richard Alsopp did say he would have a word with the residents involved. (Newsletter item).

Cllr. Jones – Wondered how much it costs the County Council each year to repair the bridge on Lullington Road.  He had been looking at a web site called lorry watch, regarding the weight restrictions on the bridge.  A parishioner also told the Parish Council that they could report any vehicles using the route to the traffic commissioner Midlands Region.

Cllr. Tongue – Highways had been to inspect the pavements in Chestnut Lane.  They had told Cllr. Tongue that they are not that bad and will not be resurfaced in the near future. 

PC Costas Karpi has now got a key to use the village hall facilities.  He will be walking around the parish more and will be holding surgeries.

Cllr. Pugh – Reported fly tipping in Thorpe Lane.  His wife had been taking photos to go in the Parish Plan.  Stephen Plimmer is going to put the plan together and will just charge for the cost of materials.  The Parish Council agreed to pay for the cost of materials. 

The litter pick signs have been printed, but it is too late to organise a litter pick now.  The signs need mounting onto some board and then maybe organise a litter pick in the autumn.

 

12.       MEMBERS OF THE PUBLIC – Reported that the roads needs sweeping and the drains

cleaned in Haunton.  This can be reported to the Highways Team for their next visit.
