MINUTES OF THE MEETING HELD ON TUESDAY 8TH
JANUARY 2013 AT 8.00PM
AT THE VILLAGE HALL CLIFTON CAMPVILLE

APOLOGIES FOR ABSENCE: Cllr. Bostock, Cllr. Bennion arrived late.
The Chairman announced that Cllr. Davison has resigned from the
Parish Council.
2.
DECLARATION OF INTERESTS
Cllr. Leedham declared an interest in any discussions
regarding the allotment tenancy agreement.
3.
MINUTES OF MEETING HELD ON 13TH NOVEMBER 2012
These were circulated prior to the meeting. Cllr. Tongue asked for a small
correction to be made to the minutes under Matters Arising to say that she
had done the letter to Bromford, but Cllr. Lodge wanted to add to it. Cllr.
Lodge proposed that they were then taken as read and signed as a true
record, Cllr. Leedham seconded the proposal.
A copy of the minutes will be sent to John Bainbridge to put on the village
web site.
4.
MATTERS ARISING
a)
The complaint letter received from Nigel Tongue about Cllr. Davison’s
actions regarding the tarmac that had been laid on his drive.
This had been forwarded to the Monitoring Officer as explained at the
last meeting. The Monitoring
Officer is still advising the Parish Council that this is not a matter to
discuss at the Parish Council meeting.
Any complaints made about a councillor are to be dealt with by the
Monitoring Officer. The
complaint has now been concluded by the Monitoring Officer that Cllr.
Davison did not do anything untoward.
Gareth Griffiths from the Village Market newspaper was of the opinion
that the Parish Council is an autonomous body and that nobody can tell the
Parish Council what they can and cannot discuss.
Nigel Tongue does not consider that the matter is concluded, he is
not happy with the response from Lichfield District Council.
He has taken the compliant through the complaints procedure and
endeavours to take it to the local authority ombudsman.
b)
Cllr Davison’s resignation – The Chairman read out Cllr. Davison’s
letter of resignation due to work commitments.
The vacancy was advertised on the Parish notice board with no
candidates for the position to date.
The majority felt that the placement of the notice on the notice
board was not sufficient. The
Parish Council resolved to advertise the vacancy further by putting a notice
on the notice boards again, but also include it in the Village Voice, and on
the parish web site.
c)
Cllr. Leedham reported that Staffordshire Highways have put up four
plastic posts between the carriageway and the end of the culvert in
Syerscote Lane, this has not solved the problem as the brickwork at the end
of the culvert is breaking up.
Thorpe Lane flooding Staffordshire County Council are going to take action
to resolve this problem, the road will need to be closed to facilitate the
works. They have also agreed
that there is a restriction through the culvert on the Radway which is the
main cause of the problem and they are going to address that, although
funding will have to come from some other source.
The sinkage on Syerscote Lane is getting worse and worse due to all
the wet weather. Also Cllr. Leedham is waiting for a response from the
geographical surveying department regarding BP1.
d)
There is a large pothole by Rose Cottage, Clifton Lane.
e)
Cllr. Lodge wished to thank Cllr. Sue Arnold for her help in getting
the large aerial removed from the Bromford houses on Main Street.
Also he wanted to thank everyone for their efforts to get two of the
BT poles moved from the dangerous side of the road to the safe side.
A Salt Spray pack has been issued by Staffordshire Highways to use in
Church Street during icy weather conditions.
f)
A meeting to form an action plan for the Parish Plan was arranged for
5th February 2013 at 7.30pm in the Village Hall. A new
sub-committee was formed to include Cllr’s Pugh, Lodge, Tongue, Jervis and
Leedham. The Clerk was asked to
forward the latest update of the Parish Plan to the sub-committee members
before the meeting.

and do some energy surveys around the parish.

going to organise bulk
purchasing of LED bulbs.
Cllr. Tongue –
Pavements in Chestnut Lane are in need of
repair/resurfacing. Also what
a good job has been done
on clearing the ditches by Forest Lodge.
