CLIFTON CAMPVILLE WITH THORPE CONSTANTINE PARISH COUNCIL

 

MINUTES OF THE MEETING HELD ON TUESDAY 9TH JULY 2013 AT 8PM

IN THE VILLAGE HALL CLIFTON CAMPVILLE

1.         APOLOGIES FOR ABSENCE: Cllr. Bryan & Cllr. Tongue        

 

2.         DECLARATION OF INTERESTS –
Cllr. Leedham declared an interest in the planning application for 10 Coppice Lane and Cllr. Bennion declared an interest in the Hogs Hill Wind Turbines application.

 

3.         MINUTES OF MEETING HELD ON 7TH MAY 2013

 

These were circulated prior to the meeting, taken as read and signed as a true record. 

 

A copy of the minutes will be sent to John Bainbridge to put on the village web site.

 

4.         MATTERS ARISING

The Chairman had asked the Church Warden if the PCC would be interested in the Community Parish Recycling Scheme, he said he would speak with the PCC at their next meeting.  The other possibility was whether the land in front of the Bromford bungalows could be used to site the recycle bank.  This would depend on who owned the land.  Cllr’s. Lodge and Leedham said they would look at the Land Registry for this land along with the village greens to find out who owned it. 

Cllr. Leedham had been involved in a further two near misses at the mini roundabout when vehicles had not stopped to look up the hill when pulling out of Lullington Road. 

Cllr. Jones also reported that vehicles are parking near the roundabout on Main Street causing visibility problems.  Cllr’s agreed that it was best to arrange a site meeting with Helen Portman to discuss these problems.  It would be useful if either Richard Allsopp or Costas Karpi could attend the site meeting. 

Cllr. Jones had been making enquires about lorry watch, residents could take registration numbers of heavy goods vehicles using Lullington Road and report them, they would need to have a valid reason for using that route. 

The Clerk agreed to be the contact for parishioners to report any near misses at the mini roundabout, a notice will be put in the newsletter due out soon.

One of the water leaks in Thorpe Lane has been repaired but there is still a leak near to the bridge.

The Chairman had checked the excavation work that Cllr. Bryan reported at the last meeting it is all to be landscaped and the balancing pond will be used for irrigation.  

Cllr. Lodge reported that he didn’t think the dog fouling is too bad at the moment.

The Chairman has still got to finish the final part of Parish Plan with Steven Plimmer.

b)         13/00576/LBC – Ms M Walker, 2 Thorpegorse Cottages, Ashby Road, Tamworth.  Replacement of doors and windows including porch – No
            objections

c)         13/00560/FUL – Mr C Longhi, 10 Coppice Lane, Clifton Campville.  Two storey rear and single storey side extensions and conversion of
            garage to form sun room, bedroom, utility, new garage and new dormer window to front.  Concerns that the extension is outside the village
            boundary

a)         13/00256/LBC – Ms M Walker, 2 Thorpegorse Cottages, Ashby Road, Tamworth.  Replacement of doors and windows including porch

           

REFUSAL OF PLANNING PERMISSION

a)         11/01074/FULMEI – Mr J Davison, Cleat Hill Farm, Syerscote Lane, Haunton.  Formation of 6 poultry units and associated works

b)         12/00078/FULM – Prowind (UK) Ltd, Land at Hogs Hill, Haunton.  Erection of two wind turbines and associated works



7.            FINANCE (

a)        Sign Clerks expenses – The Chairman signed the Clerks expenses

b)        The Parish Council agreed to approve retrospectively that the precept for 2013-14 should remain the same as the previous year at £15,480.00.

c)         Cllr. Leedham asked if the Clerk knew how much the credit balance is with South Staffs Water.  The Clerk thought it was about £90.00,
           but will check, as the usage will be heavy at the moment with the hot weather.  Cllr. Leedham said he would arrange for the allotments to be
           judged for this year’s Best Kept Allotment.

Cllr. Pugh – Could he and Cllr. Leedham go and look at the allotment taps after the meeting as when they were
 installed Gary Chadbourne  had said they needed more coverage over the pipes to protect from frost.                                                                                                                                                                                                                                                                                                    RP/RL

Cllr. Bostock – There are still problems with parking on Main Street, and

with harvest time coming could a note be put in the Parish Newsletter asking people

generally to be considerate of other road users when parking their vehicles.                                                                                                 HE

Cllr. Jones – The footpath that runs adjacent to Tudor Rise is very overgrown, the

Chairman and Clerk confirmed that it has already been cut down.

Cllr. Leedham

a)   Syerscote Lane culvert adjacent to Pessall Lane, plastic pots erected to prevent over

      running verge and protection of end of culvert.  Two have already been run over and

      damaged, verge mower has smashed one of the damaged ones in creating visibility.

      Curbing and removal of spoil from opposite side of road needed to alleviate problem.                                                                               HE

b) BT phone line to Cleat Hill Farm and Ivy Cottage sagging to approx 8 feet high, could

     be pulled down by vandals or farm machinery.                                                                                                                                                                                                                                                                                                                               HE

c)  Turn out from Syerscote Lane, opposite Haunton Manor, visibility to right is

     obstructed by foliage growing from the gardens, over the footpath.                                                                                                                                                                                                                                                                             PB

d) Lullington Lane, large pothole on carriageway at the end of driveway to Beehive

     Cottage.  Mill Bridge damaged and dangerous, a health and safety issue.  Deep

  potholes on edge of carriageway between Mill Bridge and Seale Brook Bridge.                                                                                             HE

e)         Netherseale Lane, large pothole on edge of road opposite allotments.                                                                                                                                                                                                                                                                     HE

f)         Radway, Main Street sign is badly sited, restricts vision along Radway, also prevents

            mowing close to fence further restricting visibility.                                                                                                                                                                                                                                                                                       HE

g)         Main Street sign should read Radway as Main Street ends at junction, is this a ploy to

            extend village envelope to enable further development?  Same applies to Main Street

h)         Radway culvert, ideal conditions to carry out agreed work on culvert to alleviate

i)          Campville Lane, several large potholes not marked at last survey (14/06/2013), of

             which two are particularly large and capable of causing damage to vehicles and tyres.                                                                            HE

             agreed to prevent hedge collapsing into lane to be carried out.  Water leak, long

l)          Statfold Lane, “SLOW” sign on road adjacent to Rose Cottage has not been moved to

m)        Thorpe crossroads “Clifton Campville “ sign has not been returned to it’s original

            position on corner between Chestnut Lane and Smithy Lane.                                                                                                                                                                                                                                                                         HE

The road sweeping in Haunton has now been done.
